RTEncoderPy 1.0

This version of RTEncoder is written to be cross-platform friendly using Python. It is already bundled with the Python runtime and has no other requirements. Please note that RTEncoderPy 1.0 only supports RTE files in the 1.0 format. It is not compatible with RTE files created with RTEncoder version 2.0.
